2026 Rule Proposals

Nomination and Election of Officers and Directors of KPRA - page 8

Current Rule:

8. An executive committee will be nominated and voted on by the full board of directors attending the annual rule proposal meeting. The purpose of the committee will be to govern the association and to make governance decisions not addressed in the rule book. The committee will consist of the president, vice-president, secretary, and 4 at-large members from the Board of Directors. The Secretary will be a non-voting member of the Board. The President will only vote to break a tie. This committee will have set dates to meet throughout the year.


Proposal:

The committee will consist of the president, vice-president, secretary, and any members of the Board of Directors that commit to actively participating in a majority of the scheduled meetings. The Secretary will be a non-voting member of the Board. The President will only vote to break a tie. This committee will have set dates to meet throughout the year, and all members of the Board of Directors not on the committee will be invited to attend without voting privileges. 


Membership Requirements, Dues, and Rules: Page 12

6. During the performance and slack, contestants, and , contestants’ helpers, and all personnel  must wear cowboy hat or helmet, jeans, long-sleeved western tucked in shirt with collar and cuffs, button or snap, and boots in the arena, or any part thereof. Sneaker type “sport shoes” are not acceptable footwear. (Physical injuries exempt). One sleeve may be rolled up on the arm in rough stock events only. Violators of this rule will automatically be fined $50 payable to the hosting rodeo committee. Judges have the privilege of waiving the hat rule if weather warrants such action.

Rational: All people in the arena or on the bucking chutes need to be in western attire for the duration of the entire rodeo. If they are not, the committee should be compensated for this. 


STANDINGS, PRIZES AND CHAMPIONSHIPS, pg. 22

CURRENT: 1. The current KPRA Standings will be printed in each issue of the KPRA news and on the official KPRA web page. Earnings will be kept in dollars and cents from each cent won at all KPRA approved rodeos in the 9 major events. KPRA championship earnings can only be earned at KPRA approved rodeos.

PROPOSED: 1. The current KPRA Standings will be printed in each issue of the KPRA news and on the official KPRA web page. Earnings will be kept in dollars and cents from each cent won at all KPRA 1st approved and co-approved rodeos in the 9 major events. KPRA championship earnings can only be earned at KPRA 1st approved and co-approved rodeos.


CURRENT: 3. The All-Around Champion will be awarded to the KPRA member winning the most money in two or more of the nine approved events. They must enter two or more events at five first approved rodeos as well as have won at least $250 in each of two or more of the nine approved events, with team roping being one event. There will be an All-Around Cowboy and Cowgirl. 

a. If a member wins money in more than one Team Roping event (Open Heading, Open Heeling, 40/40 Heading, 40/40 Heeling), only the event with the highest earnings will count towards the All-Around standings.


PROPSED: 3. The All-Around Champion will be awarded to the KPRA member winning the most money in two or more of the nine approved events. They must enter two or more events at the minimum required rodeo count to qualify for the KPRA Finals (Year-end Finals, #4) first approved rodeos as well as have won at least $500 in each of two or more of the nine approved events, with team roping being one event. There will be an All-Around Cowboy and Cowgirl. 

a. If a member wins money in more than one Team Roping event (Open Heading, Open Heeling, 40/40 Heading, 40/40 Heeling), only the event with the highest earnings will count towards the All-Around standings.   


KPRA APPROVED RODEOS AND COMMITTEE RESPONSIBILITY, pg. 24

1. In order for a rodeo committee to hold a 1st approved KPRA sanctioned rodeo, they must have at least 9 events including; BB, SW, TD, BAW, SB, OPEN TR, 40/40 TR, LBR, BR. If it is a timed event only rodeo, it must have all the timed events.  If it is a rough stock only rodeo, it must have BB, SB, BR, optional RB. Rough Stock events/rodeos may consist of one or more of the rough stock events. These rodeos must abide by all KPRA 1st approved rodeo rules. 

a. If a committee wants to host a timed event or rough stock only rodeo to sanction as a KPRA event during the current rodeo season the event must be held between October 1 and April 1.


Purposed to remove rule 3.a as it is contradictory to rule 5.

3. Any rodeo committee wishing to hold a KPRA sanctioned rodeo will be required to file a “Sanction Agreement” with the KPRA Secretary/Treasurer 30 days prior to the rodeo to be listed as approved in the KPRA paper and the official KPRA web page. “Sanction Agreements” may be obtained from the KPRA Secretary/Treasurer. 

      a. An approval form received by March 31 will NOT be assessed an approval fee. An approval        form received after April 1 will be assessed a $25 approval fee. An approval form received after May 1 will be assessed a $40 approval fee. An approval form received after June 1 will be assessed a $55 approval fee. An approval form received after July 1 will be assessed a $70 approval fee. 


4. The stock contractors are to be responsible for obtaining Sanction Agreement from the rodeo committees and sending them to the KPRA office. 5% of the prize money (pot fees only, EXCLUDING any added money) shall be deducted by the rodeo secretary before the winning contestants are paid.

NEW RULE

15. A KPRA 1st approved rodeo with total added money less than $4,000 shall be limited to one performance with an optional slack, once the performance minimums are met. 


CO-APPROVAL POLICY, pg. 30

Current Rule:

6. There will be no more than 10 (ten) co-approved rodeos from each co-approved association during a rodeo season. These rodeos will be determined by the Board of Directors at a scheduled meeting. Any existing co-approved rodeos as of January 1, 2019 will be in a grandfather clause.


Proposal:

6. There will be no more than 10 (ten) co-approved rodeos from each co-approved association during a rodeo season. These rodeos will be determined by the Board of Directors.

Or:

6. There will be no more than 12 (twelve) co-approved rodeos from each co-approved association during a rodeo season. These rodeos will be determined by the Board of Directors.


Proposal:

6. Co-approvals will be determined by the Board of Directors at a scheduled meeting. Any existing co-approved rodeos as of January 1, 2019 will be in a grandfather clause.


6 A - There will be no more than 2 "new"(rodeos that had not been co-approved in an previous year) co-approvals per association each year.


NEW RULE

7. A KPRA 1st approved rodeo can select up to two (2) co-approving associations. Co-approving association requests must be designated on the rodeo’s sanction form. If the maximum of co-approved rodeos from a requested association has already been reached for the competition year, the KPRA association secretary will notify the rodeo committee and the committee can choose another co-approving association.  


NEW RULE

8.  The KPRA will not co-approve rodeos that have the option to make two runs in the team roping.


NEW RULE to start for the 2027 season, with 2026 being a trial year for directors.

9. Contestants must nominate co-approved rodeos for earnings to count towards the standings, with a maximum of (25) nominations for the season.  Contestant is responsible for nominating co-approved rodeos, NO EXCEPTIONS.  


ENTRIES, ENTRY FEES & PRIZE MONEY - pg. 35 - Proposed by H Westbrook & J Hudson

16. In case of no qualified rides, ground money will not be paid.  Unpaid ground money to be split between the stock contractor and KPRA office for finals fund in that event.  The stock contractor is to keep his stock charge in this case.  With one or more qualified scores or times, the entire purse will be paid out amongst those qualified.  Example: one score/time—100%, two scores/times: purse split 60-40, three scores/times: split 50-30-20, four scores/times: split 40-30-20-10, five scores/times: split 34-27-20-13-6


STRIKE RULE 18a. AND REPLACE WITH 19  

18. In the case of a riding event receiving five or fewer entries, the stock contractor shall have the option of adding another round for that event. The second round will be optional and open only to the contestants competing in the first go-round. Entries for the additional round are not to exceed $50, including $10 stock charge. The remainder of the entry fees shall be placed into the pot. If another event fails to receive enough contestants for a contest, the added money from that event can be used, with committee approval, for the additional round. Each round shall be paid individually. Winnings from an additional rough stock round shall count toward year end event standings but not toward all-around cowboy or rookie standings. All entry fees will have a 5% withholding for KPRA sanction fees.

a. If a stock contractor provides timed event stock at 1st approved KPRA rodeos the stock charge will be as follows: Stock provided will be at least 1/3 of total entries or equal to the largest performance and stock charge will be $25/run.


19. Stock charge for first approved rodeos will be $25 as long as stock provided is 1/3 of total entries with minimum equal to largest perf or if 10 or less entries unless approved by event director. If not met stock charge goes to $20 and extra $5 goes into the pot. 

Example: 36 entries, 10 in each perf of 2 perf rodeo must have 13 head

Example: 8 total entries must have 8 head.

Example: 48 entries , 1 perf rodeo, still must have 16 head

RODEO JUDGES, JUDGING & TIME KEEPERS - page 38

NEW RULE

18.  Each KPRA rodeo will have a designated Crew Chief. Their duties, along with the other judge, secretary and stock contractor, will be to fill out a Judges Report thoroughly and complete. That person will be responsible for getting a copy of the Judges Report to the KPRA Secretary and the Judge's Rep (via email, FAX, hard copy). Judges Reports will be kept on file by the KPRA Secretary and available to anyone that would like a copy.


NEW RULE

19.  Judges Rodeo Pay    

Designated slack should pay as a performance. If slack after is equal to or greater  than the largest performance, it should pay as a performance.

Keep the $1 per out from contestant money and should be paid in cash at the conclusion of the last performance.

Multiple performance rodeos should pay $250 per performance.

Single performance rodeos should pay $300 per performance.


GENERAL RIDING EVENTS - page 43  

3. Re-ride option must be given if stock stops. Fouls are at judges’ discretion. Contestants will have the option to know their current score when offered a re-ride before he must make a decision. The rider has the privilege of taking the same animal back providing the stock contractor is willing; or rider may have re-ride drawn. If rider takes the same animal back, he must take the resulting marking.

  

4. Any time a contestant is fouled in any riding event, he must declare himself or take that score. 

a. In the saddle bronc and bareback events, if a judge determines the rider is fouled at the gate, the mark out rule will be waived.

b.  In the bull riding, it is the judge's discretion.

 14. If any equipment is damaged by the animal in the chute and found unusable by the judges, the contestant will have until the end of the last performance of the rodeo to fix their equipment and compete.


NEW RULE - DELAY OF RODEO

15.  Once judge(s) determine the animal has given ample opportunity to get out on, contestant will be put on the clock.  Contestant will have 60 seconds to call for their animal or will be fined $100.  Fine money will be paid to the KPRA and will go to that events finals fund.


RANCH BRONC RIDING - page 53

2.  Riding to be done with a plain halter, one open rein, and a standard working saddle.  Riding rein may be put around animal's neck.


4. Horses to be saddled in chute. Rider may cinch own saddle. Horse will be saddled as it ordinarily would be for everyday use. Saddled for everyday use means: stirrups have no bindings to hold stirrups forward, nor can they be hobbled under horse’s girth. Flank cinch must be hobbled to front cinch with hobble strap no longer than 10 inches. Stirrup leathers must be standard leathers. Saddle blankets or pads shall not be used. Saddles should have full or 7/8 double riggings, no center fire or 5/8 or 3/4 riggings allowed or have PRCA riggings.

  

6. “Ride as ride can” meaning contestant can use neck rope or hack rein.  Free hand may use saddle horn, no night latch or rope tied to the saddle.  Free hand may use saddle horn.  No night latch may be used.  No ropes tied to the saddle.

  

8. Any of the following offenses will disqualify rider:

a. Being bucked off.

b. Rider with locked rowels or rowels that are determined to be too sharp by a judge.  EXAMPLE:  rock grinders or bull riding rowels.

c. Illegal or improper equipment; saddle must have a sound tree and sheep skin padding.

d. Double grabbing hack rein or dropping hack rein or switching hands. 


GENERAL TIMED EVENTS

Page 56  

8. In all timed events, barrier will not be considered broken unless ring drops within 10 feet of the post. 

8.  In all timed events, of barrier is OBVIOUSLY broken, contestant or team will receive a 10 second penalty.


18. All changes in lists of timed events in order to split horses,

etc. must be made 1 (one) hour before the performance/slack

begins. Failure of Stock Contractor not allowing/performing the splits will result in $50 fine per split needed. 


General Timed Events rules 34 & 42, along with Steer Wrestling Rule 20, need combined in some way to clarify what qualifies as a rerun.  

34. In the timed events, if animal fails to break the neck rope and time is officially started by the contestant, that animal belongs to the contestant. However, if time is started by the animal and the contestant (calf roper, steer wrestler and hazer, or header and heeler) remains behind the plane of the barrier for approximately 10 seconds, that animal should be considered a sulking animal and replaced using the misdraw procedure. 

42. Stock must cross scoreline in front of, Line Judge and Lineman (who is opposite side of line judge), in their initial move after leaving chute. Failure to do so will result in animal being brought back and rerun (or use of the extra). In the opinion of the Rodeo Judges, that failure to cross scoreline in the initial move out of the chute was caused by contestant, hazer or heeler, no rerun will be given and a ten (10) second penalty may be assessed on the run. Clarification: Not crossing in initial move may include but not limited to - animal turning back before crossing scoreline, stumbles, falls or not pulling the barrier or neck rope not breaking off of animal's neck.

Steer Wrestling -  20. If the steer falls before it crosses the score line, the contestant shall be entitled to a re-run on his original stock, provided that the contestant declares himself immediately. There will be no penalty added to the re-run if, in the opinion of the judge, the contestant did not deliberately beat the barrier, and if the contestant declares himself immediately. If the originally drawn animal cannot be re-run, the contestant will run the extra, or have a steer drawn for him. 

  

37. If a partner in one of the team roping events does not show up or draws out, the partner must be replaced with someone entered in the rodeo. 

CHANGE TO THE FOLLOWING:

37.  After a rodeo has been drawn and posted if one contestant in both KPRA team roping events has to draw out for any reason, said team may draw out of rodeo up to three hours before the first performance or designated slack.  A new team must re-enter through Central Entry or the rodeo secretary and will be charged a late entry fee and will be the first out in the slack or performance they were originally drawn in.  If both partners were KPRA members the new partner must be a KPRA member as long as the membership is purchased before the entry.  If the team is a non-member team, they may enter with any eligible team roper.

41.  Open Team Roping and 40/40 Team Roping shall have separate pens of stock.  These events must be ran as two separate events but can be ran back to back with either the open team roping or the 40/40 team roping as the first team roping event.


NEW RULE - page 62

43.  All timed events will be run with a closed gate at the back end.


NEW RULE

44.  In all timed events, contestant(s) will be given the opportunity to compete.  However, if there is a delay in the rodeo, contestant will be "put on the watch" and they will have 60 seconds to start their time.


NEW RULE

45.  If a time is obviously missed, contestant(s) will be given a rerun.  The judges and timers will determine if a rerun is warranted.


TIE DOWN ROPING - page 62

16. Arena conditions will determine score, length of score to be set by arena director and timed event spokesman or director if present. Minimum length of score shall be length of box minus 3 feet and maximum length of box. 


20. No dairy or dairy crossed calves may be used in the tie down roping event without that event director’s approval. If the stock contractor fails to approve the cattle or uses them against event director’s approval, the stock contractor will be fined $25 per contestant in that event at that rodeo.


STEER WRESTLING - page 65

5. Wrestler must have hand on steer when flagged. 

However, if the steer is down, but regains his feet while the contestant is changing directions, the steer is to be considered up. The steer must be up on all four feet and then twisted down.

  

7. Hazer must not render any assistance to contestant while contestant is working with steer.  This includes swatting steer or steer wrestlers' horse.  Failure to observe this rule will disqualify contestant. 


Current Rule:

12. When fresh steers are used, any fresh steers not thrown down cannot be used during the competition. Contestants will be responsible to throw down such steers under the supervision of the arena director.

Proposed:

12. When fresh steers are used, (any steer that has not been used for Steer Wrestling) event director must be notified by stock contractor 24 hours before beginning of rodeo so to communicate to contestants. Contestants will be given opportunity to throw down steers before rodeo begins and are responsible to throw down such steers under the supervision of the arena director. Failure by the stock contractor to contact director or allow steers to be thrown will result in $100 fine per steer payable to the steer wrestling finals fund.


DALLY TEAM ROPING - page 68

1. Each team will consist of 2 contestants, a header and a heeler. Each contestant will be allowed to enter one (1) time. A medical release can be used to draw out the entire team. 

a. If one member of a team is not able to compete after entering, the remaining member may get someone that is entered in that particular rodeo to rope with him. If the person, who takes the place of the contestant unable to compete, pays the entry fee, then the original contestant will not be put on the fine list. If the replacement contestant pays the fees, any money won will count for the standings. If the replacement team member does not pay the entry fee, the original contestant will be put on the fine list and be responsible for the turnout fee and fine. 


10. Animals used for this event should be inspected and objectionable ones eliminated. Mixing of Corrientes with other breeds will not be permitted. Cattle must have adequate natural horns. Once a loop is thrown, steer belongs to team, regardless of condition. 


14. LEGAL CATCHES: 

a. There will be only 3 legal catches: 

1. Whole head 

2. Both horns 

3. Half a head 

b. Any heel catch behind both shoulders is legal if rope goes up heels. 

c. The steers body must be changed and moving forward before the heel loop can be thrown; however, if the steer stops, it must be moving forward for the heel loop to be legal. Any heel loop thrown in the switch will be considered a “crossfire” and no time will be recorded.

Change "c" to the following:

C.  The heel loop cannot come in contact with the steer's legs until both of the following happen, the header has control of the steer's head and the steer's hips have changed.  Even if the steer stops, slows down or drifts toward the header, the two above directives must still be observed.


COWGIRLS BARREL RACING - page 75

General Rules

Current Rule:

13. A number less than 10- or 12- barrel racers can be approved by rodeo committee or stock contractor; however, ground must be raked after the same amount in the entire rodeo and slack if a lower number of barrel racers is chosen. All rodeos will be required to drag after half of the number of contestants the rodeo is set up for. (“Set up for” being the maximum number set on sanction agreement for the performance.) 

Proposal:

13. A number less than 10- or 12- barrel racers can be approved by rodeo committee or stock contractor; however, ground must be raked after the same amount in the entire rodeo and slack if a lower number of barrel racers is chosen. All rodeos will be required to tractor drag after half of the number of contestants the rodeo is set up for. (“Set up for” being the maximum number set on sanction agreement for the performance.) 


40/40 MIXED TEAM ROPING - page 82

NEW RULE

7.  The score may be no longer than the length of the box minus 4 feet, unless other arrangements are approved by the 40/40 Team Roping Director.

  

YEAR-END FINALS, pg. 87-88

Current Rule:

4. To be eligible for the KPRA Finals, you must have competed in at least seven (7) KPRA first-approved rodeos, EXCEPT bareback, saddle bronc riders, ranch bronc. bull riding, and steer wrestling, which are required to have competed at three (3) KPRA first-approved rodeos in each event during the current season as a KPRA card holder or have board approval. A contestant that competes in multiple events must follow the guidelines for all the events to qualify for the year-end finals they wish to compete in.


Proposal:

4. To be eligible for the KPRA Finals, you must have competed in at least ten (10) KPRA first-approved rodeos in an event during the current season as a KPRA card holder or have board approval. A contestant that competes in multiple events must follow the guidelines for all the events to qualify for the year-end finals they wish to compete in.

Or:

4. To be eligible for the KPRA Finals, you must have competed in at least ten (10) KPRA first-approved rodeos, EXCEPT bareback, saddle bronc, ranch bronc, and bull riding, which are required to have competed at seven (7) KPRA first-approved rodeos in each event during the current season as a KPRA card holder or have board approval. A contestant that competes in multiple events must follow the guidelines for all the events to qualify for the year-end finals they wish to compete in.


Proposal:

A contestant that competes in multiple events must follow the guidelines for all the event(s) to qualify for the year-end finals they wish to compete in.

Rational: We have a lot of rodeos to choose from.

To be eligible for the KPRA Finals, you must have competed in at least seven (7) fifteen (15) KPRA first approved rodeos, EXCEPT bareback, saddle bronc riders, ranch bronc, bull riding and steer wrestling which are required to have competed at three (3) twelve (12) KPRA first approved rodeos in each event during the current season as a KPRA card holder or have board approval. A contestant that competes in multiple events must follow the guidelines for all the event(s) to qualify for the year-end finals they wish to compete in.

Rational: We have a lot of rodeos to choose from. 


Proposal:

4. To be eligible for the KPRA Finals, you must have competed in at least ten (10) KPRA first approved rodeos, EXCEPT bareback, saddle bronc riders, ranch bronc, bull riding and steer wrestling which are required to have competed at three (3) KPRA first approved rodeos in each event during the current season as a KPRA card holder or have board approval. To be eligible for the KPRA Finals, you must have competed in at least twelve (12) KPRA first approved rodeos, EXCEPT bareback, saddle bronc riders, ranch bronc, bull riding and steer wrestling which are required to have competed at three (3) KPRA first approved rodeos in each event during the current season as a KPRA card holder or have board approval. A contestant that competes in multiple events must follow the guidelines for all the event(s) to qualify for the year-end finals they wish to compete in.


Proposal:

4. To be eligible for the KPRA Finals, you must have competed in at least 20% of KPRA first approved rodeos, EXCEPT bareback, saddle bronc riders, ranch bronc, bull riding and steer wrestling which are required to have competed at three (3) KPRA first approved rodeos in each event during the current season as a KPRA card holder or have board approval. A contestant that competes in multiple events must follow the guidelines for all the event(s) to qualify for the year-end finals they wish to compete in.

2025-20%=9 rodeos 

  

Proposal:

10. In order to qualify to bring stock to the Finals, a stock contractor must have a minimum of 2 KPRA 1st approved sanctioned rodeos during the year. 

a. Stock contractors will nominate animals from their herd for the rough stock events. Contractors may feature two animals in each event to be considered for bucking horse or bull of the year. 

b. Event directors shall select finals stock from contractors list.and shall be responsible for setting pens and rerides. All stock that is selected for the finals will be drawn at and eligible for any of the performances at the finals. 

Rational: All stock that is selected for the finals should be able to be drawn at for any of the performances at the KPRA Finals. 


PROPOSED: 16. If the director of an event doesn’t qualify for the finals and has met all the following criteria, he/she will be allowed to compete at the finals as the 13th contestant in that event. 

1.The director has attended every board meeting. 

2. Has competed in the required amount of first approved rodeos for that event. 

3. Has gotten enough sponsor money to cover the cost of all that events prizes that year by the deadline for finals sponsors. 

In the event the head director has qualified for the finals and the other director has not and has helped the head director get sponsors and has met the above criteria, the second director will be allowed the thirteenth spot at the finals. This rule shall only allow one director into the finals via this rule and will NOT create a 14th contestant at the finals. 

a. The top 12 qualifiers in the heading standings will rope with the top 12 qualifiers in the heeling standings. The director will rope with the next additional person available in the standings. 

b. If the President does not qualify for the finals and has met all the following criteria, he/she will be allowed to compete at the finals as the 13th or 14th contestant in one event. 

1. Fulfills the duties of the President during the year. 

2. Has attended every board meeting. 

3. Has competed in the required amount of first approved rodeos for that event.

If the head event direct or President have satisfied all the requirements listed above to qualify to compete at the yearend finals, they will receive a $250 stipend from the KPRA General Fund to be used towards their entry fees at the finals.

ANY QUESTIONS THAT MAY ARISE THAT ARE NOT COVERED BY THIS RULE BOOK WILL REFER TO THE PRCA OR WPRA RULE BOOKS.

Rational: Page 7 - Rule #8 under statement of purpose states the following;

8. The rules & regulations may be repealed, altered or amended by a vote of 51% of the directors then in office at a meeting called by the president for that purpose or at a regularly scheduled meeting. A board member unable to attend a meeting may vote by giving his or her signed proxy to another member. Said proxy will need to be presented at the board meeting, delivered to the secretary and made a part of the minutes of the meeting. 

If a rule is in question, the above allows for a vote to address this rule. If the directors choose to go by the PRCA or WPRA rule book for the rule in questions, they may do so at that time.
