Following are the Rules Propasals that were approved by the board at the Nov. 19, 2022 meeting. Changes are bold and highlighted.
GENERAL TIMED EVENT RULES; 40/40 MIXED TEAM ROPING
1. To be eligible for the 40/40 mixed team roping, your team must consist of: two men over 40 years old or two women of any age or a woman of any age with a man over 40 or a woman over 40 and a man of any age.
2. As long as the man or woman are 40 years old before entries open for that particular rodeo, they are eligible to rope in the 40/40 team roping.
The 40/40 team roping and the open team roping stock should be two separate pens as they are two different events.
All stock for all timed events are to be drawn, no chute run cattle.
GENERAL TIMED EVENT RULES
All changes in list of timed events in order to split horses, etc. must be made 1 hour before the performance/slack begins.
a. The rodeo secretary will be obligated to do splits as long as they have been notified 1 hour prior to the beginning of the performance / slack.
In circumstances where the box is unusually long or short, the stock contractor, after communication with both the judges and director of the event, will have the final say in length of barrier.
Honor doctor/vet releases from co-approved rodeos. If someone releases out of a CEPRA rodeo they must release out of KPRA as well.
Drag at the start of the barrel racing during the finals
Add day money to the pot. An extra $6 in the entry fee with $5 going to the pot for day money and $1 going to the rodeo secretary for handling it all.
No more youth membership discounts - as they run in the open/for the same amount of money as everyone else
NEW EVENT; JR. / SR. TIE DOWN ROPING
Junior Tie Down Roping will be classified as 16 and under as of Jan. 1st. Senior Tie Down Roping will be classified as 45 years old before entries open for that particular rodeo. This event will be ran with the open Tie Down and use the same calves. Entries will be taken through central entry and members will have priority over non-members (same as open Tie Down Roping).
A. Contestant can carry over time to open, if entries are paid for both events.
TIE-DOWN ROPING
19. The "Jerk Down Rule" can be assed by the stock contractor and must be in the publication before entering the rodeo (remove this sentence). The "Jerk Down Rule" will be defined as over backwards with the calf landing on his back or head and all four feet in the air. The judge, at his discretion, can assess a $100 fine for this infraction payable to the stock contractor. The contestant will NOT be disqualified.
KPRA APPROVED RODEOS AND COMMITTEE RESPONSIBILITY
1. In order for a rodeo committee to hold a 1st approved KPRA sanctioned rodeo, they must have at least 9 events including; BB, SW, TD, BAW, SB, OPEN TR, 40/40 TR, LBR, BR. If it is a timed event only rodeo, it must have all the timed events. If it is a rough stock only rodeo, it must have BB, SB, BR, optional RB. These rodeos must abide by all KPRA rules.
NEW RULE
Rodeo Committees requesting special competition Ground Rules must submit a copy of the
proposed Ground Rules and a written explanation of the reason for the requested change
along with the application for approval at least 30 calendar days prior to the first scheduled
competition of the rodeo, and must be approved in writing by the appropriate Event Directors
and the KPRA Secretary. Any approved Ground Rules for an individual rodeo must be posted in
the Arena Secretary’s office prior to the draw. At the rodeo, KPRA judges should become
familiar with any special approved ground rules for the rodeo, and check to see if Ground Rules
are posted correctly. Any special Ground Rules/Committee Requests approved by the KPRA
will be enforced by the KPRA, and corresponding fines will be assessed and collected by the
KPRA.
All first approved KPRA rodoes must add $250 per event per performance offered (e.g., a two-performance rodeo must add $500 per event.)
NOMINATION AND ELECTION OF OFFICERS & DIRECTORS OF KPRA
5. There shall be a President, Vice-President, Secretary/Treasurer and Board of Directors, one director and one alternate, for each of the following categories: Bareback Riding, Saddle Bronc Riding, Ranch Bronc Riding, Bull Riding, Tie Down Roping, Steer Wrestling, Dally Team Roping, Ladies Barrel Racing, Ladies Breakaway Roping, 40/40 Mixed Team Roping, Stock Contractor Representative, Judges Representative, Rodeo Committee Representative, and A Member at Large. Only the event directors, alternate directors, Stock Contractor Representatives, Judge Representatives, Rodeo Committee Representatives and Vice-President will have voting privileges. The President will vote only in the case of a tie.
RANCH BRONC PROPOSALS
1. Bronc riders are allowed to use a night latch - but must mark out in front of the front cinch for either the first jump/stride out of the chute.
- A blown stirrup is not a disqualification.
2. Bronc riders get to use a night latch as long as they neck rope their horses. If rider would rather put a halter on their horse they must push horn.
- A blown stirrup is not a disqualification
3. Bronc rider must push horn only.
- Ride as ride can. No disqualification for a blown stirrup.
Remove disqualification for blown stirrup rule. Ride as ride can, means just that. If anything the score should go up when you loose a stirrup as does the level of difficulty.
Remove night latch rule all together. Contestant is not allowed to use night latch.
6. "Ride as Ride can" meaning rider can use a loose rope night latch or a rope from within the chute through the 8 second whistle. If the rider choses to use a rope, it can only be tied to the saddle he way it would be for everyday use. Remove this rule and replace with "Ride as Ride can" meaning contestant can use neck rope or hack rein. Free hand may use saddle horn, no night latch or rope tied to saddle.
Remove 6. a. A loose rope night latch is defined as no leather handhold. Loose is at the judges discretion. Remove 8. e. Losing a stirrup.
TIE DOWN ROPING
Modify the jerk down rule to read - Jerk down shall be a disqualification and could result in a fine at the judges discretion.

Rule #5 b.
Change b. to read:
A KPRA Judge is required to attend an approved judges clinic once every three years, before judging a KPRA rodeo, as of January 1, 2017.
Add New:
All KPRA Rodeos must use registered and approved Judges. Judges shall be paid a minimum of $200 per performance up to a maximum of $300 per performance (per Judge), plus $1.00 per run per Judge in the slack. Judges pay shall be the burden of the rodeo committee, rodeo management, producer and/or stock contractor. The $3.00 Judges fee (paid by contestants) will be split $1.00 per Judge and $1.00 to the Judges Finals Fund. Judges Finals Fund will be used to pay Judges at the KPRA Finals.

YEAR END FINALS
22. A fee of $150 per rough stock out will be paid to the stock contractors at the KPRA Year End Finals.
a. Stock brought as a re-ride option will be paid as well, even if they do not receive an out.
New Rule
All timed event cattle should be ran as an actual competition run, prior to the 1st performance of the KPRA Finals, at the venue of the KPRA Finals, no more than 24 hours prior to the 1st performance.
ENTRIES, ENTRY FEES & PRIZE MONEY
New Rule
If an entry is entered prior to books closing and drawn out, then placed back into the draw, the entry should be allowed to draw a position not placed at the beginning of the draw, and no late fee assessed.
Weekends with multiple KPRA 1st approved rodeos. Entries for the rodeo will the most added money for the weekend will either close before or on the same day as other rodeos. Will not be last entries to close.
Standings, Prizes and Championships
All rodeos for the current rodeo season must begin no later than 10 days prior to the first performance of the KPRA Finals. All rodeos beginning less than 10 days prior to the first performance of the KPRA Finals will count for the following competition year only.
The cut off date for rodeos counting for the finals to be before the finals entry deadline. Example: Perry and Sayre would count for 2024, but not 2023.
